MANILA, Philippines – Former world champion Manny Pacquiao welcomed reports of the World Boxing Organization (WBO) possibly ordering a fifth bout between him and his long-time rival Juan Manuel Marquez.

Pacquiao said will gladly take up the fight should the WBO mandate him to face Marquez again.

"Willing tayo, gusto ko yun. Gusto kong mangyari yun," the fighting congressman of Sarangani province told "Bandila".

WBO president Francisco Valcarcel earlier said that they may sanction the fifth bout if both Pacquiao and Marquez hurdle their respective assignments.

Marquez is due for a title bout against WBO welterweight champion Timothy Bradley this October, while Pacquiao will be making his comeback against Brandon Rios in November.
If Marquez wins and becomes the WBO weleterwight champion, Valcarcel said it would be fitting for Pacquiao to become the Mexican’s challenger.

“If Marquez and Pacquiao both win, the World Boxing Organization regulations would view the Filipino as the challenger to Juan Manuel,” he told Boxing Scene.com.
Pacquiao said if the fight gets arranged, he will try to stage it in the Philippines.

“Hopefully dito maganap sa Pilipinas. Sisikapin natin na dito mangyari yung promotion sa Pilipinas.”

Palace: PNoy funds different from PDAF

MANILA, Philippines - Special funds at the disposal of President Aquino are different from the congressional pork barrel, Malacanang insisted Monday.

Presidential spokesman Edwin Lacierda moved to distinguish between the President’s Social Fund (PSF) and the pork barrel fund of lawmakers, implying that only politicians use their allocations for purposes of re-election.

“Let me be clear, pork barrel is in the context of using it as a means of re-election,” Lacierda said, referring to senators and congressmen who are entitled to yearly lump sum allocations called Priority Development Assistance Funds (PDAF), the official name of the congressional pork barrel.

He insisted on the distinction as he clarified the difference between PDAF and the PSF that has been widely known as Aquino’s pork barrel funds, over whose disbursement he has sole discretion.

“The President has no pork barrel because he is not up for re-election,” he stressed. Lacierda said under the Constitution, the President is only good for one term and, therefore, any allusion to the PSF as pork barrel is incorrect, inaccurate, and is grossly, factually wrong. Apart from this, he disclosed that such PSF funds undergo scrutiny from the Commission on Audit (COA), noting that there have been no reports of misuse of the funds by the Chief Executive for the last three years.

“The question is – have there been reports of misuse? Just like in the utilization of PDAF? There has been none, and we have not received any audit report to that effect. COA has released its report regarding the PSF,” he explained. “It’s already in the COA website.”
PSF not from taxpayers

Unlike the pork barrel funds of legislators, the PSF is not sourced from taxes collected from Filipino taxpayers and does not have a fixed amount, deputy presidential spokesperson Abigail Valte said.

As per policy, the PSF “is supported and replenished by a percentage of the profits” from the government’s main revenue generating agencies – the Philippine Amusement and Gaming Corp. and the Philippine Charity Sweepstakes Office.

She said that such allocation is not funded by the General Appropriations Act (GAA), which means it will not undergo scrutiny by both houses of Congress, which has the so-called power of the purse.

“The amount varies. It’s essentially a trust fund. We don’t propose an amount for PSF every year,” Valte asserted.

“So, if in case this fund has not been totally utilized, it is rolled over to the next year, that’s why it’s continuing,” Valte stressed. “The President’s expenditures on such have been very clear and it can be seen in the COA website.”
“The COA does the audit every year,” she said. “At the end of the calendar year, that is all summarized, the observations are all summarized in the Annual Audit Report (AAR) that COA posts and uploads as soon as they finish it. So we invite everybody to look at these COA reports to familiarize yourselves with their contents, so that everybody can see where the funds went from the taxes that people have paid.”
To say that PSF is a “discretionary fund” of Aquino is quite unfair, Valte maintained, noting that the itemization of needed funding has been laid out in the Special Purpose Funds, or the umbrella categorization where calamity funds and the like are included.
A case in point was Typhoon Pablo that pounded Mindanao in late 2012, where funds needed for the rehabilitation of several provinces in the region reached about P11 billion that were drawn from the PSF.
“By the very nature of some of these funds, that’s unprogrammed, unforeseen,” she said. “And these funds are audited, are subject to audit of the COA.”
LP supports pork abolition
The Liberal Party (LP) reaffirmed its support for President Aquino’s stand to abolish the PDAF while other political parties belonging to the majority bloc in the House of Representatives are expected to follow suit in the coming days.

Speaker Feliciano Belmonte Jr. presided over a caucus of LP lawmakers in the party’s headquarters in Quezon City where he also swore in four new party members from the House.

“We decided to take a united stand supporting the President’s position to scrap pork barrel funds,” Belmonte said.
Some 97 LP lawmakers attended the meeting, Western Samar Rep. Mel Senen Sarmiento, secretary-general of the party, said.

Quezon City Rep. Winston Castelo said Aquino’s move to abolish pork was “timely to rid the system of corruption and reform it to ensure that the people’s money would go to the people’s needs.”

The 24-member Senate will wait for the decision of the House of Representatives on whether or not it will scrap the P25-billion PDAF of lawmakers in the P2.268-trillion budget for 2014, Senate President Franklin Drilon said.
He said the Senate is supportive of their counterparts’ decision to support the President’s call to abolish the PDAF.

“We support that if that is the case. We have 15 senators who already said they are ready to abolish PDAF,” Drilon said.
He added that the PDAF has been allocated in the annual national budget.

“What comes to us is the GAA bill as passed by the House, then the PDAF budget for 2014 would already be deleted,” the Senate President said.
Asked how the process would be, Drilon said the Senate would still wait for the House proposal.

“That can happen, that the P25 billion will be deducted from (the 2014 budget),” Drilon said, adding the total budget will then be reduced.

Charges can be filed
University of the East College of Law dean Amado Valdez said with the testimonies of witnesses and the COA report already available, it would only take a week for the filing of plunder charges against Napoles and the senators and congressmen linked to the P10-billion pork barrel scam.

Valdez said in yesterday’s Kapihan sa Manila Hotel that he believed that it would only take the Department of Justice (DOJ) seven days to file the appropriate charges against those involved in the pork barrel fund scam before the Office of the Ombudsman.
He said that even if Napoles is a private citizen she could still face plunder charges if her actions would be tied to a public official. But this would only hold if it would be proven that they misused public funds.

The prosecutors could use the testimonies of the 27 witnesses and the COA report to connect them to the scam.

“The prosecutor has to be creative because he has to consider several procedural laws. If you are with the prosecution, if you want to do it fast then you should collect all the information and audit, for example, a senator and assess if there is enough evidence against a senator. You should also consider how much money was put into a non-existing project of a senator and how much went to a non-government organization,” he said.

Napoles on suicide watch

MANILA - Sharp objects, shoelaces and ropes are not allowed for this high-value detainee. She gets a refrigerator and a reception room but not air-conditioning.

Controversial businesswoman Janet Lim-Napoles, at the center of controversy over a multibillion-peso pork barrel scam, settled into her special detention facility yesterday, with her custodians making sure no harm would come to her, either from outside elements or by her own hand.

Apart from ensuring that she cannot use any implements for committing suicide, her custodians must also make sure she cannot get hold of any device for escaping, according to Deputy Director General Felipe Rojas, Philippine National Police (PNP) deputy chief for operations.

Napoles was taken into custody by the PNP Special Action Force (SAF) at Fort Sto. Domingo in Sta. Rosa, Laguna following the order of the Makati City court to have her transferred for security reasons.

PNP-SAF director Chief Superintendent Carmelo Valmoria said shoelaces and curtains are not allowed at the bungalow where Napoles is now detained.

“We assure the public that there are no ropes or curtains inside. There are no sharp objects there. Even toothbrush handles have been broken,” Valmoria told reporters at the main gate of Fort Sto. Domingo shortly after Napoles was formally turned over.

“It’s like a typical bungalow with the doors and windows having grills,” Valmoria said.
Sacks were placed around the fence of the bungalow to allow Napoles some privacy.

The bungalow has a floor area of 82.4 square meters.
It has a 40-square-meter receiving room and a common toilet measuring 3.25 square meters. The bedroom is 19.2 square meters.
The windows, doors and ceiling have iron grills and its doors have padlocks.
“We can ensure her security,” Valmoria said.

Valmoria said the police camp is secured with closed-circuit television cameras installed at various points as part of the tightened security for Napoles.

He said the detention facility was not air-conditioned, but a small refrigerator was allowed for Napoles to store her medicine since she is a diabetic.

Valmoria said there are medical personnel available inside the camp in case of emergency.
Valmoria explained Napoles is considered a detainee under the rules of the Bureau of Jail Management and Penology (BJMP) since she is facing charges of illegal detention before the Makati City court.

Under BJMP regulations, sharp and pointed objects like toothbrush handles, kitchen utensils, metal spoons and forks are not allowed inside the detention cell.
He said Napoles would have to depend on the food rations brought to her since cooking is not allowed at the detention facility.

“Napoles will get meals three times a day but without any snack in between regular meals. But since she is a diabetic, she could have biscuits,” Valmoria said.
When Napoles was turned over to the custody of the police camp, she had a blood pressure of 120/90. “She needs to have trice a day insulin, that’s why she needs a small refrigerator,” Valmoria added.

He said retired Marine Col. Jimmy Napoles was not allowed to stay with his wife but was told to guide the police guards on how to administer the insulin and other medical procedures regarding her diabetic condition.

Valmoria added Napoles could move freely inside her detention facility, which will be padlocked as soon as regular visiting hours is over.
The facility will be opened at 6 a.m.
Likewise, cell phones are not allowed and all visitors will have to leave their gadgets with the guards on duty.

He added visitors should first secure clearance from the court in order to visit Napoles.
“Napoles will be consulted on who can visit her since we don’t know who are her relatives and friends,” he added.
Valmoria said they are coordinating with the BJMP to guide the SAF troops on how to guard Napoles.

“SAF members are on counter-terrorism, national and international significance and jail management is not our mandated task, that’s why we need guidance from BJMP,” he said.
Valmoria also said the SAF can provide security for Napoles if she has to attend court hearings.

Senior Superintendent Roberto Fajardo, chief of the CIDG-National Capital Region, said any movement of Napoles should be reported to and cleared by the Makati City Court.
“In a manner of life and death, we need to bring her to the hospital, otherwise we need court order,” he said.

Just wanted to make sure
Some militant groups picketed the front gate of Fort Sto. Domingo, denouncing the supposed preferential treatment for Napoles.

Valmoria clarified Napoles was taken to the SAF camp by land, not by helicopter as some reports said.

Radio reports said some 100 protesters picketed the front gate of Fort Sto. Domingo denouncing corruption in government.

Photos released by the PNP showed Napoles was wearing a floral printed blouse, not the required yellow shirt worn by detainees when she was turned over to the custody of the PNP-SAF.

The group Volunteers Against Crime and Corruption (VACC) said Napoles was accorded all courtesy and privileges that were not granted to ordinary offenders.
On her first night of detention at the Makati City Jail, Napoles was kept separate from other female detainees in an air-conditioned room and was even provided with an airbed, the VACC said.

Officials, however, denied the so-called special treatment.
Deputy presidential spokesperson Abigail Valte said President Aquino just wanted Napoles to be secured.

“The instruction of the President is very clear: to make sure that she is secure and nothing happens to her so that Napoles can be brought under the legal processes,” Valte said.
This way, the wheels of justice will start moving, she said.
“She was already transferred (to Fort Sto. Domingo) and let’s see what the assessment of the PNP will be, moving forward to her security situation,” Valte said.

Valte refused to say what charges will be filed against Napoles and when these will be filed.
She tossed the issue to the National Bureau of Investigation (NBI) that has yet to finish its investigation on the multi-billion-peso pork barrel scandal.

“The cases that will be filed will be based on the evidence. And since the charges are now ready to be filed at the Department of Justice, we don’t want to preempt this. So let’s wait for the investigation to be finished,” she said.

Napoles faced arrest for allegedly detaining a former aide-turned-whistleblower to keep him from revealing details of the alleged embezzlement of funds involving several lawmakers.
After several days of eluding arrest, she surrendered to President Aquino at Malacañang on Aug. 28.

Napoles’ surrender came three days after tens of thousands held a mass protest demanding her arrest and the abolition of the controversial Priority Development Assistance Fund (PDAF) or pork barrel of legislators.

Apart from the charges of illegal detention, officials are readying charges against Napoles for allegedly conniving with legislators in putting up fake non-government organizations (NGOs) to siphon off money from their pork barrel funds.

“Let’s wait for the filing of the cases,” Valte suggested, reiterating that while Aquino may have misgivings about the integrity of the NBI, his trust and confidence in Justice Secretary Leila de Lima – who supervises NBI – remains.

“There’s no question about the trust and confidence the President has on Secretary de Lima,” Valte said.

At the same time, Valte parried off criticisms Napoles should have been brought before the Makati court judge that issued the warrant of arrest, not to President Aquino who had nothing to do with it.

“As a general rule, if there is a warrant, all law enforcement agencies are mandated to conduct the manhunt in accordance with the warrant. And as the President said, the secretary of justice was also apprised of the developments,” she added.
Valte, a lawyer by profession, agreed that Napoles should have been turned over to the court.

She noted, however, that Napoles made a voluntary surrender, which was why “she was immediately turned over to the lawful authorities.”

Aquino signs law against compulsory licensure exam reviews

MANILA, Philippine—Schools can no longer force students to enroll in review centers before taking professional licensure examinations, according to a bill signed into law by President Benigno Aquino III.

The government must protect students against abuses of higher educational institutions over their right to choose review centers, Aquino said in a statement released on Tuesday.
Under Republic Act no. 10609, or the “Protection of Students’ Right to Enroll in Review Centers Act,” public and private colleges and universities can no longer compel students about to take professional licensure tests to enroll in a prescribed review center.

In the past years, there have been reports of schools requiring students to enroll with their partner review centers. The students were compelled to pay not only fees for the review but also packages for transportation, board and lodging.

The new law prohibits higher educational institutions from making review classes a prerequisite for graduation or completion of the course and withholding the transcript of scholastic records, diploma, certification or any essential document of the student.

Those violating the law will be suspended from office and their professional license revoked.
Liable school officials or employees such as deans, advisers or professors found guilty of violating any of the law’s provisions shall be imprisoned from six months and one day to six years and will be fined of P750,000.

The Commission on Higher Education may also impose disciplinary sanctions against involved individuals.

MANILA -- Estranged couple Cesar Montano and Sunshine Cruz have agreed to share custody of their three daughters Angeline Isabelle, Samantha Angeline and Angel Francheska.

Lawyers of Montano and Cruz represented the couple in a hearing on Monday in Branch 78 of the Quezon City RTC regarding the permanent protection order (PPO) filed by Cruz.
Cruz and Montano are both working and could not attend the hearing. Cruz is now busy taping for ABS-CBN's upcoming fantasy series "Galema," while Montano is also working on a new soap.

The lawyers said they are all trying to reach a peaceful formula for the couple.
Atty. Bonifacio Alentajan, the lawyer of Cruz, disclosed the agreement for the schedule of the children. Montano will have the three girls from Monday to Wednesday and Cruz will have them from Thursday to Sunday.

The lawyers stressed that this is a court order and is being strictly followed by both parties.
Alentajan who is also a godfather to Cruz and Montano, said he feels sad that the marriage has reached this point, adding that no one can say at this point if there is no chance to fix the marriage.

MANILA - Actor-host Luis Manzano again denied that he and girlfriend, actress Jennylyn Mercado, have already called it quits.

"Kasal na nga daw kami, hindi ba? 'Yung break na 'yan, six months ago I think 'yung breakup namin and a few months ago, may kasal. Ang relasyon naman ay dalawa lang yan -- either magkakatuluyan kayo or maghihiwalay kayo. Masyadong 50-50," Manzano said.

The "Minute To Win It" host said he is already used to the rumors about his relationship with Mercado.

"I guess 'yung mga nagsasabi na gay ako at babaero ako, dapat sila sa huli paguuntugin ko, hindi ba? Para iisa na lang ang (sasabihin nila)," he said.

Instead of worrying about rumors, Manzano said he would rather concentrate on the "family edition" of ABS-CBN's hit game show "Minute To Win It."

The breakup of the celebrity couple surfaced again after the two exchanged jokes on microblogging site Twitter last month, saying they won't communicate with each other while their respective shows are being aired.

Mercado is currently hosting a kiddie game show ,which directly competes with "Minute To Win It."

The six-minute video was uploaded to YouTube late Monday and spread like wildfire on Facebook on Tuesday morning.

It is more shocking this time because it appears to document an extramarital affair between two talents of the daily noontime show “Eat Bulaga” — singer, comedian and host Wally Bayola and dancer Yoshika “Yosh” Rivera.

Wally has been married to nurse Riza Ruen Bayola since 1995. They have five children, the eldest of whom is 18. He is one half of a comic tandem with fellow “Eat Bulaga” mainstay Jose Manalo. He was absent from “Eat Bulaga” on Tuesday.

The show’s executive producer Malou Choa Fagar declined to give any comment to News5.

“In fact, magka-text sila. Si Mommy, nagre-request pa ng cakes kay Jen,” paglilinaw ni Luis sa exclusive interview sa kanya ng PEP.ph (Philippine Entertainment Portal) sa announcement ng AXE Apollo National Challenge winners na ginanap sa Skye Bar W Buildng, Bonifacio Global City, Taguig noong Agosto 31, Sabado.

Dagdag pa ng TV host-actor, “She is in favor [of Jennylyn]. They even text without me knowing [it]. They have that kind of relationship.”

LUIS DEFENDS JENNYLYN.

Sabi ng Kapamilya star, “I know Jen, I know how much money she makes kahit paano.

“I don’t know the exact figures, but I know she’s very blessed, and Jen is not the type na isip-pera.

"That’s as far as I can go.

“Grabe yung sa pera... alam ko she’s very smart with her finances, di siya mukhang pera at all.”

“Sabi ko nga, anything pertaining to that, I’ll leave it… to that aspect, to the family, na respeto ko ‘yon sa kanya, her family, kahit kay Pat [Patrick] rin.

NOT YET READY TO SETTLE DOWN. Maganda man ang relasyon nina Luis at Jennylyn, mukhang wala pa silang planong magpakasal.

Sabi ni Luis, “I still have so much things to do, and I believe Jen has so much more that she has to do.

“Let’s not forget that Jen has a son, and anything that Jen does, it’s for her family.”

So, wala pa talagang plano kung kailan sila magpapakasal?

Sagot ni Luis, “Nothing concrete, not even talk, so walang-wala pa talaga.

“Napapangunahan lang ng ibang tao na ikinasal na daw kami sa Batangas o nag-inquire yata; na ikinasal kami sa Middle East nung nagbakasyon kami.

"At the same time, meron na rin na naghiwalay kami... so ang daming issues.”

Naitanong ng PEP kay Luis kung hindi ba nababanggit ni Jen ang kasal sa kanya, lalo pa’t ito ang babae.

“Siguro for someone without a little angel in her life would think about settling down.

“Pero sabi ko nga, for Jen, and which I will always respect, her main focus is to raise Jazz.”

“Siyempre, na I can’t meddle with anything about the issue dahil sa kanila ‘yon and I respect that.”

Napoles family stashed money in US, documents show

MANILA - Even as the Court of Appeals has frozen more than 400 bank accounts and insurance policies linked to businesswoman Janet Lim Napoles, her family has money stashed in US banks, according to documents from a pork scam whistleblower.

One account at Wells Fargo in Irvine, California supposedly belongs to the businesswoman's daughter Jo Christine Napoles, according to the documents given to ABS-CBN News by Benhur Luy.

Napoles' fugitive brother Reynald Lim supposedly has an account at the Bank of America in San Diego, California, while Jose Lim has one at Wells Fargo in Pasadena, California,
Another account at Wells Fargo in Orange County allegedly belongs to Western Investment Corp., a company said to be owned by the Napoles family.

"Alexis," another whistleblower, claimed that a portion of the pork barrel of lawmakers that ended up in bogus foundations set up by Napoles went to those offshore accounts.
Alexis is a former employee of Napoles' JLN Corp.

"Ang ginagawa namin, mula sa PDAF ng mga congressman napunta sa NGOs na peke iyong pera tapos pinambibili namin ng dollar para dalhin sa [United] States, [via] bank transfer," she said.

She said this large amount of money was the reason why the Napoleses were able to buy a hotel in California worth $7 million and a $2 million unit at the Ritz Carlton in Los Angeles

"Iyung galing NGO, dinadala nila sa States para itago iyong iba nilang yaman. Sobra-sobra na kasi dito," Alexis said.

The whistleblowers said the Philippine government should act now to have the alleged foreign bank accounts of the Napoleses frozen.

On Tuesday, another witness in the so-called P10-billion pork barrel scam arrived from Hong Kong.
The new witness is a former household helper of the Napoles family.

"Nagulat ako, sabi milyon-milyon piso ako daw presidente ng foundation eh katulong lang ako ni Madame Janet. Bakit ako dinadamay eh P9,000 lang suweldo ko sa kanya," said "Kara".

With more witnesses against Napoles coming forward, several other employees of JLN Corp have expressed their intent to follow suit.

Napoles firm owns US$7M inn near Disneyland

CALIFORNIA - With the alleged pork barrel scam dominating Philippine headlines, the attention is also shifting to Orange County.

Less than a mile away from the happiest place on earth, Disneyland, is the Anaheim Express Inn. Valued at about $7 million, the listed owner is Western Investment Corporation which according to Anaheim Public Records lists Reynald Lim, and James and Jo Christine Napoles as owners.

The three are also attached to Western Ventures Management whose mailing address is the same at the Anaheim Express Inn.

The hotel's general manager refused to reveal who the owners were and said she worked at the hotel through a management company.
She would not give the name of the management company.

The company purchased the hotel for $7 million in 2006, and is currently valued at $7.4 million.

Records also show that in 2007, Reynald Luy Lim bought a $1.4 million home in the affluent Canyon View gated community in Irvine.
The directory shows that an R Lim does live in the compound. However, the residence phone could not be reached when dialed.

The same Lim-Napoles-linked companies are also connected to a commercial property in the Los Angeles County City of Covina.

Western Ventures has owned the property since 2007 and once housed a preschool. The property seems to be vacant as of now.

In the meantime, during an attempted visit to Jeane's Ritz Carlton residence condo, a male voice connected thru the front desk's phone claimed that she has not lived there for about 6 months, and would not elaborate if he knew Jeane.

Records indicate Jeane is still the owner of the unit while sources within the building say she has been spotted in the past few weeks.
The unit was purchased in 2011 for $1.2 million.

Napoles has defended her daughter, saying the success of the family's international businesses, and not public funds, have helped pay for Jeane's extravagant Ritz Carlton condominium and Porsche.

Napoles is believed to own at least 20 more properties and condominiums throughout the Philippines.

The investigation into the Lim-Napoles wealth is ongoing. Napoles has gone on record throughout the controversy saying she's ready to prove her assets were obtained by legit money.

Jeane Napoles owns a Ritz-Carlton unit

LOS ANGELES, USA (UPDATED) - Jeane Napoles, the daughter of a businesswoman who has been implicated in the P10-billion pork barrel, Malampaya, and fertilizer fund scandals, owns a unit at the Ritz-Carlton Residences building in Los Angeles, documents show.

The plush condotel, which is outside the LA Live Plaza and the Staples Center, is home to many rich and famous people including professional athletes and celebrities.
According to official records of the County of Los Angeles, Napoles is owner of a Ritz Carlton's unit that has assessor's parcel number 5138-027-110.

Unit prices at the building range from $800,000 (P34.8 million) to $9.3 million (P404.6. million) each, according to luxuryrealestate.com.
Neighbors who declined to speak on camera say, while her mother Janet Lim-Napoles has come to visit, the younger Napoles was often seen in her Porsche.

Jeane is described as tall and friendly, greeting fellow Filipino tenants as she attended the prestigious Fashion Institute of Design and Merchandise that carried a $30,000 an estimated P1.3 million annual tuition.

But her neighbors say lately, she has not been seen around the heavily secured condotel.
Jeane's ritzy lifestyle triggered an online firestorm after her Instagram and Tumblr accounts showed photos of Porsche cars, designer bags, expensive shoes, and jewelry her parents bought for her.

Her personal sites also show her taste in fashion, as well as her passion for travel and parties.

Another video clip sourced from Vimeo and made public on YouTube also shows how she spent her 21st birthday party at Beverly Hills.

ABS-CBN News, meanwhile, has also received information that the older Napoles owns a hotel near Disneyland in Los Angeles.

Napoles did not deny this but said all of their properties come from legitimate business.
"Hindi tatlo, isa lang ho malapit sa disneyland. May partner po kami mga foreigner, (7 million dollars) more or less. Pero hulugan iyun," she said.

"Wala po na nanggaling sa gobyerno, ni piso. Lahat pong yan ay hanapubuhay namin galing sa aming pinaghirapan," she added. "Kaming mag-asawa ay nagpapakamatay na maghanapbuhay para maibigay po namin sa aming mga anak."

Former AFP supplier
Former Marine Col. Ariel Querubin said Napoles was only a minor Armed Forces supplier in the past.

He said Napoles was also borrowing money for capital from his late wife, Loreta.
Querubin and Janet's husband Jimmy were part of the 1989 coup attempt against the Cory Aquino government.

This made them close, with Janet also becoming a godmother of Querubin's daughter.
He remembered the Napoles couple had a simple home in Biñan, Laguna.
This made him wonder about the family's posh lifestyle now.

He said Janet Napoles must face justice if it is proven that her family wealth is ill-gotten and came from public money.

"They have to prove that. Kung mapruwebahan panagutan nila. Pera ng taxpayers yung allegedly nagamit. Dapat managot sila sa taumbayan," Querubin said.
Janet has been placed on the Bureau of Immigration's lookout bulletin.

In a memo dated July 15, Justice Secretary Leila de Lima instructed Immigration officers to discreetly be on alert for Janet Lim Napoles and her brother Jojo Lim should either of them pass through the air or sea ports in the country and to immediately inform her or the NBI should either attempt to leave the country

MANILA, Philippines - Comedian Wally Bayola will not be seen in the noontime variety “Eat Bulaga” temporarily.
According to a report aired on GMA 7’s news program “24 Oras” on Tuesday, September 3, Bayola’s manager and TAPE Inc’s Senior Vice President Malou Choa Fagar said the comedian will lie low from the program.
This is after a sex video scandal allegedly involving Bayola and EB Babes member Yosh Rivera became viral online early this week.

Bayola was not present during the Monday, September 2, and Tuesday, September 3 episodes of “Eat Bulaga.”
The comedian’s camp is yet to give a statement regarding the issue.

MANILA, Philippines – The Movie and Television Review and Classification Board on Wednesday summoned Eat Bulaga and The Ryzza Mae Show producers to a mandatory conference over “scenes allegedly insensitive and unfriendly to children.”

The MTRCB, in a statement sent to media, said some scenes shown by the two programs “palpably violate the dignity of the child,” prompting them to summon on September 5 the show’s producer TAPE, Inc. and GMA Channel 7, where both shows air.

The Board mentioned two episodes: Eat Bulaga’s July 29 episode where a host “spat juice into the face of child actress-host Ryzza Mae Dizon” and the Ryzza Mae Show’s August 14 episode where a contest winner called the child “landing bata ka.”

In the August 14 episode, Dizon reportedly replied to the unnamed winner that “she was just a child, and asking the said guest not to be harsh on her.”

“The MTRCB hopes in the cooperation of all those concerned in finding out what caused these scenes, who are responsible therefore, and what immediate and concrete measures can be done so they do not happen again,” the statement read.

The MTRCB said there was “serious and urgent concern for the welfare of children, who are most vulnerable in media and entertainment.”

The MTRCB said there was “serious and urgent concern for the welfare of children, who are most vulnerable in media and entertainment.”

The August 14 episode posted on YouTube showed Dizon asking 21-year old Gelsa Buhok if she had a boyfriend. The woman answered, “Meron. Bakit aagawin mo? Ang bata bata mo pa ah. Landing bata ‘ka ah. (I have [a boyfriend]. Are you going to steal him? You’re still so young. You’re such a flirty kid.)”

“Bakit? Pag tinatanong ba aagawin na agad? (Why? If I ask [about your boyfriend] does it already mean I am going to steal him?),” the child star was quick to reply.

“Bata pa ko. Ate huwag ha. Dahan-dahan. Ikaw naman ang sungit mo sa akin (I am still young. Don’t [treat me like that]. Take it slow. You’re too harsh with me),” Dizon added as the contest winner laughed, thinking it was still a joke.

At the end of the 5-minute clip, Dizon asked Buhok to choose a prize gave it to an audience member.

As of September 4, the YouTube video was viewed by almost half a million times.
The most “liked” comment on the video said the woman should not have treated a child like that.

“I think that merits a case…violence against children… Well if that’s [the contest winner’s] way of wanting to be famous, she succeeded. [But], she made a big mistake of making herself the laughing stock of the entire country,” the comment read.

Dizon became famous after winning Little Miss Philippines in 2012. She had become a regular host for the variety show Eat Bulaga! and was asked to host The Ryzza Mae Show which first aired in April 2013.

MANILA – The only daughter of socialite-actress Gretchen Barretto with her long-time partner, businessman Tony Boy Cojuangco, lashed back at one of her Instagram followers who made a comment about her being an illegitimate child.

In her personal account on Sunday, Dominique Cojuangco responded to a certain @annelaspag whose comment read: “Kaya kapag namatay dad mo 1/4 lahat mamanahin mo kasi anak ka sa labas.”

Obviously annoyed, Cojuango said: “I don't usually reply to crude comments, but: Whether I get anything or nothing, when he passes, means nothing to me.”

Cojuangco said her dad has given her all the love, memories and opportunities in the world that her would-be inheritance is the least of her concerns.

“My dad has given me all the love, memories, and opportunities in the world. And among all things, he's also given me many life lessons - one simply being to have faith in God as well as in myself. I was able to study in one of the best schools in the Philippines and is about to pay for my education in London,” she said.

“From that, all I want to do is to be able to achieve as much as I can with the confidence that I've been given the education that many people are able to receive. Though materialistic things are needed for me to have had the education I've been given and will be given, money and education only goes so far,” she added.

The 18-year-old Cojuangco believes the “love and the amount of memories he's given me from the moment I was born onwards, is enough for more than one lifetime.”

“The lessons are a bonus. That's more than enough, for me. God bless you and your family. I pray that you one day find that importance lies within things other than those that are tangible and materialistic,” she ended.

The comment of the Instagram user has since been deleted.
Barretto, on the other hand, told Cojuangco how much she loves her following her lengthy reply to the Instagram user.

MANILA -- Mariness "Kim" Ledesma, the rumored "new date" of President Benigno Aquino III, was brief with words in addressing her supposed blooming romance with the bachelor leader.

"Not true. Rumor. Just rumor." This, according to a source close to Ledesma, was the 29-year-old lawyer's reply in a text message to a friend when asked about her supposed romantic ties with 53-year-old Aquino.

The message was forwarded to ABS-CBN News Southern Mindanao, which also sought the comment of the woman's father, Atty. Nestor Ledesma, about the alleged relationship of his daughter with the President.

The older Ledesma said he cannot personally deny the rumored romance, as his daughter hasn't told him of anything regarding her love life.

He added he has never seen his daughter on a date with Aquino in Davao, but did not discount the possibility that they are acquainted in some way, noting she works in Manila.

"Hindi ko pa rin na-meet si PNoy (Aquino), but if it will make her happy, we will always support her," Ledesma said.

A cum laude graduate of the Ateneo de Davao University, the younger Ledesma worked at the Department of Transportation and Communications before going full-time at the Department of the Interior and Local Government.

Aquino's two elder sisters, Maria Elena "Ballsy" Cruz and Aurora Corazon "Pinky" Abellada, first hinted in a television interview aired in August that the President is "inspired" these days.

The two only affirmed with a laugh when asked if the source of inspiration is a 29-year-old lawyer.

Aside from his daily engagements as the country's top official, Aquino has made headlines time and again for his love life, which often unfold to be short-lived romances with local celebrities.

His last long-term relationship was with Valenzuela City councilor Shalani Soleded, which lasted two years until 2010.

Aquino was then reported to be dating fashion stylist Liz Uy and TV host Grace Lee at different times, before being romantically linked to beauty queen and TV host Bianca Manalo in April. -- with a report from Vina Araneta, ABS-CBN News Southern Mindanao

Actress slaps perjury case vs husband, lawyers

MANILA -- Claudine Barretto was quick to respond when asked if there is any chance she and Raymart Santiago will get back together, amid the former couple's escalating legal tiff.

"Hindi na, okay na 'yon, huwag na," the 34-year-old actress said on Wednesday, explaining she and her children have supposedly gotten used to Santiago's absence.

The couple's 9-year-old daughter, Sabina, is currently in the hospital due to high fever. But according to Barretto, her eldest child hasn't asked for her father since she was confined.

"Hindi [na niya hinahanap], hindi. Sanay na," Barretto said.
Even if Santiago wished to visit Sabina, the actress added, he wouldn't be allowed, citing the temporary protection order (TPO) granted to her against the 40-year-old actor by the Marikina Regional Trial Court (RTC).

"Pangalawa," Barretto said, "huwag na tayo mag-plastikan. Hindi naman talaga siya gano'n, 'yun lang 'yon."

Asked if she regrets no longer raising her two children with Santiago, the actress said, "Pag sanay kang ikaw nang ikaw, mas makakahinga ka na nang mas maayos."

3rd case
The celebrity couple's separation early this year, Barretto has claimed, stems from the alleged "physical, sexual, psychological and economic" she suffered from Santiago supposedly since 2002.

Santiago has repeatedly denied these allegations, and expressed confidence the truth will come out even as Barretto filed the TPO against him in July, and a case for his alleged violation of the Anti-Violence against Women and Their Children (VAWC) Act of 2004 in late August.

On Wednesday, Barretto filed yet another case against her husband, this time for perjury. According to the actress' legal counsel, Atty. Ginger Castillo, Santiago's camp supposedly lied in a sworn statement in August.

"According to them, there is no other case pending when they filed their habeas corpus and they knew at the time there was the TPO case," Castillo said, adding Santiago's lawyers are also respondents in the case.

Responding to the allegation, the actor's legal counsel, Atty. Ruth Castillo explained they had yet to receive a copy of the TPO petition when they made the sworn statement.
Santiago, meantime, refused to give a long comment, only saying, "Nagiging circus lang, eh. Pabayaan mo na siyang (Barretto) magsalita."

Coping Claudine
Asked how she is coping given the successive complaints she has failed against her husband, Barretto said, "Through prayers lang talaga."

"When you're really pushed to the wall talaga, wala ka nang ibang magagawa kundi magpakatatag. Maraming taong sumusuporta, nagmamahal, nagdadasal para sa akin, and I think that's what's most important. Maraming taong nagmamahal sa amin ng mga anak ko," she said.

Barretto also shrugged off her detractors, saying her only goal is to ensure the welfare of her children.

"Sa mga tao na hindi nakakatulong at nakakadagdag lang ng problema, hindi ko nalang sila iniinda, hindi ko nalang sila pinapansin. Hayaan nalang natin.

"I'm not out to please everybody, I'm just trying to protect my children. 'Yun lang naman talaga 'yon eh. And sana, 'yung mga dumadagdag sa gulo, they'll just leave me in peace," she said.

No Wally on 'Eat Bulaga' amid 'sex scandal'

MANILA -- Comedian Wally Bayola has not appeared on the noontime show "Eat Bulaga," which he regularly co-hosts, since a video allegedly showing him having sexual intercourse circulated online early this week.

The 41-year-old TV host was absent from the program on Tuesday and Wednesday, following the spread of the alleged sex video on Monday, September 2.

Bayola's business manager, Malou Choa Fagar, earlier confirmed to GMA News that the comedian will be temporarily on leave from "Eat Bulaga."

One of the female dancers on the program, nicknamed Yosh, has yet to speak on the issue, after her name was brought up as the alleged woman in the sex video supposedly with Bayola.

The comedian, who rose to fame for his hit act with co-host Jose Manalo, is married and with five children.

Bayola's alleged "sex scandal" is the latest controversy of its kind to make headlines locally, following the likes of actor Hayden Kho's supposed "collection" of videos, and more recently, Parokya ni Edgar frontman Chito Miranda's "leaked private video" in August.

Miranda has already brought the case to the National Bureau of Investigation, which launched an investigation to track down the suspect behind the spread of the video.

The singer's complaint cited a violation of the Republic Act 9995 or the Anti-Photo and Video Voyeurism Act of 2009.

If proven guilty of the violation, the suspect may be imprisoned for up to seven years or fined up to P500,000.

Whistle-blowers bare Napoles pork records

Two witnesses in the P10-billion pork barrel scam will submit to the National Bureau of Investigation five notebooks containing evidence of Janet Lim-Napoles’ dealings with lawmakers, the Inquirer has learned.

The notebooks, in different sizes and colors, contain records of cash transactions, lists of properties, bank accounts and other information said to be related to the operation of Napoles’ business company JLN Corp.

“These notebooks were records from 2012 up to August 2013 and all information contained in these notebooks, we personally wrote,” said one of the two new witnesses who came forward recently to testify against Napoles.

DAMNING EVIDENCE A whistle-blower shows the Inquirer the notebooks containing records of Janet Lim-Napoles’ dealings with lawmakers.
In an interview with the Inquirer in their safe house somewhere in Metro Manila, the witnesses said they worked for Napoles as presidents of bogus NGOs until she was ordered arrested by a Makati City court for the alleged illegal detention of Benhur Luy, the principal witness in the pork barrel scam.

Napoles, who surrendered to President Aquino last week, is detained at a police camp in Laguna province on charges of serious illegal detention. The NBI plans to bring plunder charges against her, alleging that she siphoned off P10 billion in legislators’ allocations from the Priority Development Assistance Fund (PDAF) into her bank accounts through bogus nongovernment organizations (NGOs).
A lawyer for the two new witnesses, Lourdes Benipayo, was present during the interview.

Code names

An entry in the first blue notebook showed that P20 million from one of the whistle-blowers’ NGO was allotted for “Kuya.”

“‘Kuya’ and ‘Sexy’ are the code names for Sen. Jinggoy [Estrada]. ‘Pogi’ is for Sen. Bong [Ramon Revilla], and ‘Tanda’ is for Sen. [Juan Ponce] Enrile,” the NGO president said.
In an earlier interview, Luy told the Inquirer that it was Napoles who chose the code names for the senators.

Contacted by the Inquirer for comment, Estrada said he would issue a statement after the whistle-blowers had submitted the notebooks to the NBI.

“I will react when these (the notebooks) have been submitted to the NBI,” Estrada said.
Enrile and Revilla had yet to respond to the Inquirer’s request for comments as of press time last night.

All senators who have been implicated in the pork barrel scam have repeatedly denied any wrongdoing.

The second notebook, with a red cover, contained lists of Napoles’ properties.
The third notebook (blue)  contained records of documents received by the whistle-blowers on behalf of their boss, credit card numbers and details of credit-card transactions.

The fourth notebook (red) contains the names of contact persons and their phone numbers.
The fifth notebook (blue-green) is an organizer of the whistle-blowers.

One of the two new witnesses said she delivered money to the house of Ruby Tuason, social secretary of former President and now Manila Mayor Joseph Estrada.

US properties
In their testimony, the new witnesses claimed they were ordered by Napoles to convert millions of pesos to US dollars.

“We exchanged pesos to dollars [at various money changers] that offered the lowest exchange rate,” the witness said.

“The US dollars were then sent abroad through various money couriers to pay for purchases of properties in America,” they said.

Luy, in an earlier interview with the Inquirer, said Napoles’ daughter Jo-Christine had an account at Wells Fargo Bank in Irvine, California, and the account number was 920026595958

He said Napoles’ brother, Reynald Lim, had an account at Bank of America in San Diego, California, with the account number 1216143383.

Luy said Napoles’ nephew Jose Emmanuel Lim had an account at Wells Fargo Bank in Pasadena Lake, California (account number 8022280068).

Deeds of sale
The new witnesses submitted as annexes to their sworn statements deeds of sale for various local properties in the name of Napoles’ oldest son, James.

They also submitted as evidence documents signed by those members of the House of Representatives designating their NGOs as beneficiaries of the legislators’ pork barrel allocations.

“I was with her since 1997 up to the time she was ordered arrested, and also served as custodian of records of her properties,” said one of the new whistle-blowers.

In their affidavits, the new whistle-blowers said Napoles claimed to have “contacts” in the Office of the Ombudsman and in the Sandiganbayan, and that she expected to be cleared of the charges against her in four to five years.

Plea for loyalty
In an affidavit submitted to the NBI on Thursday, the 11th whistle-blower, said hours before surrendering to President Aquino on Wednesday night, Napoles called her up to plead for loyalty from her employees.

“She was crying and asking me not to turn my back on her, that we should stay together,” the witness said.
The witness said Napoles promised to support her employees even if it costs her all her money.

“Just wait. My TRO (temporary restraining order) will be issued soon,” Napoles said in Filipino, according to the 11th witness.

The witness said she was at the Department of Justice when Napoles called.
The witness said that when her phone rang again, showing the same number used by Napoles, it was Cheryl Jimenea, former appointments secretary of former President Estrada, who was on the line.

She said Jimenea instructed her to meet her in a restaurant in Trinoma, Quezon City, at 7:30 p.m. on Aug. 28.

The witness said she and some other NGO presidents went to see Jimenea, who came with a lawyer who instructed them to “implicate Benhur (Luy)” in the event the NBI questioned them.

“Madame did nothing wrong to you so maybe you have nothing against her. So say that it was Benhur who gave you instructions and it was to him that you turned over the money,” the witness quoted the lawyer as telling them in Filipino.

The witness said Jimenea gave her and the other NGO presidents P20,000 each at the end of the meeting. The witness did not say how many whistle-blowers were present.

Documents destroyed
She said Napoles “ordered her papers and documents in the office to be moved to her residence in Pacific Plaza Tower, and the documents for all the NGOs were destroyed.”
Napoles also ordered the destruction of all original documents pertaining to the bogus NGOs, the witness said.

She said Napoles ordered the papers destroyed so that the bogus NGOs could not be traced to her.

At least six shredders were used to destroy the documents, the witness said.
“Due to the sheer volume of documents that we shredded, the machines eventually broke down,” she said.

Napoles, she said, “feared that the National Bureau of Investigation might raid the office and Pacific Plaza.”

She said Napoles got adjoining rooms at Discovery Center and gave it the code name “parking.”

“In the new office, we temporarily held office and continued to shred more documents,” the witness said.

She said Napoles also ordered them to execute affidavits stating that Luy was the brains behind the dummy NGOs.

Her statements corroborated the testimony of the other whistle-blowers, all employees of Napoles who designated them presidents of the alleged bogus NGOs.

40 homes
The 11th whistle-blower also submitted to the NBI an affidavit detailing 40 residential properties that Napoles allegedly owned, including five apartments in Primea, one of the swankiest residential buildings on Ayala Avenue in Makati City. An apartment in Primea is worth at least P75 million, the Inquirer was told.

Sworn statements submitted earlier by the whistle-blowers said Napoles owned 28 properties  in such posh residential subdivisions as Ayala Alabang, Forbes Park and Dasmariñas, but the Bureau of Internal Revenue said last week it had failed to locate properties under the name of Napoles or her family or her NGOs.

The latest whistle-blower said Napoles closed her bank accounts and those of her NGOs in June, two months after Luy began to talk to NBI investigators about the extent of his employer’s alleged transactions involving five senators, 23 congressmen and government officials.

“She closed the accounts, but she also opened new ones. She was afraid that Benhur knew about her bank accounts,” said the 11th whistle-blower.

The witness could not give an estimate of how much was transferred, but said she had evidence that would show P320,154.48 was remitted to Napoles from 11 NGO accounts in Metrobank’s Magdalena Street and Jose Abad Santos Avenue branches.

Arrest order
Three of the whistle-blowers claimed they were with Napoles at the time she received a phone call that an arrest warrant had been issued against her and her brother Reynald.

“She never expected the dismissal of the illegal detention case (brought by Luy) would be reversed. She was even happy and confident on that day,” said the 11th witness.

She said the employees were not told about the arrest warrant, but learned about it because Napoles’ eldest daughter, Jo-Christine, was crying. “There were nonstop phone calls coming in,” she said.

The three whistle-blowers said they were at South Gardens Unit at Pacific Plaza in Makati City having a meeting with Napoles when the news of her arrest broke out. They left Napoles and her daughter at 7 p.m.

The 11th whistle-blower said she started working for Napoles in 1997 as a “utility girl” for Jo-Chris Trading, with offices in Pasay City. In 1998, the trading company moved to the Philippine Navy Officers’ Wives Association building in Taguig City. During that time, Napoles also owned a parlor, barber shop and a meat shop in the same building.
One of the new whistle-blowers claimed she also served as accountant for Napoles, and another said she served only as president of an NGO
